Con machete y bate en mano mujer desafía autoridades ante notificación de desalojo

SANTIAGO, República Dominicana.- Ana Elsa Rosa Castillo, se armó con un machete y  un bate,  para enfrentarse a las brigadas del Ayuntamiento y del Ministerio de Medio Ambiente y Recursos Naturales,  luego que le notificarán que será desalojada y su casa destruida, por ocupar una área verde.

Al asomo de las brigadas, Ana Elsa, salió al frente de su casa, para vociferar que solo muerta, la sacarán de su casa, donde alega, lleva 24 años.

Ana Elsa, es parte de las familias que viven en la ribera del río Yaque del Norte, en la avenida Circunvalación Sur,  frente al sector Nibaje, allí se ha levantado un barrio improvisado, conocido como Nueva York Chiquito, a pesar de los impedimentos establecidos por la ley de medio ambiente.

Con machete y bate en mano, la señora  desafió a las autoridades con la advertencia de que no moverá un dedo para irse del lugar, alega que  es esta casa,  es lo único que tiene y que no  la abandonará.

Ana Elsa no tiene planes de abandonar el lugar, pese a que ya fue notificada  para que abandone el barrio, en un plazo de 30 días, al igual que otras 61 familias, según confirmó a la redacción de acento.com.do, Eduardo Rodríguez, encargado del Ministerio de Medio Ambiente, en Santiago.

Aun cuando la notificación que advierte del desalojo de los asentados en el barrio Nueva York Chiquito,  es de Medio Ambiente, Ana Elsa y otras familias, culpan al alcalde Abel Atahualpa Martínez Durán.

“Es él que está con eso, aquí ningún sindico, se había metido con nosotros”, afirma la señora, mientras  muestra al reportero gráfico, Roberto Reyes, el bate y un machete que tiene para evitar que las brigadas del Ayuntamiento y Medio Ambiente la desalojen.

Como Ana Elsa, otros  moradores del barrio afirman que no saldrán de sus casas, a menos que las autoridades le presenten un plan concreto de que serán reubicados en un lugar seguro.

Desalojarán y luego  verán que hacer.

Sobre el tema, el funcionario, Eduardo Rodríguez, solo atina a decir, que se ha hecho la notificación, para que los moradores del barrio abandonen el área, pero no especifica, si las autoridades tienen algún plan de protección para los  afectados.

Según explicó Eduardo Rodríguez,  la notificación se habría  entregado la semana pasada, es decir, que los  asentados de Nueva York Chiquito, tiene menos de una mes para cumplir con la advertencia del Ministerio de Medio Ambiente.

En la notificación entregada a las familias del barrio, solo se le notifica que deben irse, razón por la cual las notas han generado preocupación entre los moradores, quienes alegan que no se quedarán en la calle, sin nada, solo porque el alcalde  Abel  Martínez y el Ministerio de Medio Ambiente, quiera. Rodríguez afirmó que se han notificado unas 62 familias, aunque los  asentados allí, alegan que son 82.

En un Consejo de Gobierno, desarrollado, en  marzo del 2007, en la sede la Gobernación de Santiago, se dio como un hecho el remozamiento del cinturón de la avenida Circunvalación Sur y toda la ribera del Yaque, pero, el proyecto se quedó en la reconstrucción de varios kilómetros de las aceras y la remoción de la capa en hormigón, la cual se cambiada por asfalto.

El asentamiento levantado frente al sector de Nibaje, creció ante la indiferencia de las autoridades, que en entre marzo y abril del año 2007,  se censaron 84 construcciones, entre estas viviendas, talleres. Se hicieron notificaciones con fines de desalojo, pero todo se quedó en anuncios.

En principio la mayoría de las construcciones tenían la categoría de casuchas, pero con la llegada de más personas, estas se han transformado en casas de concretos, con anexos incluidos, donde hay salones de belleza, colmados, talleres de herrería y mecánicas y otros, una de las justificaciones del Ministerio de Medio Ambiente, para desalojar el barrio, es que la mayoría de las viviendas y negocios descargan sus desechos directamente al río Yaque del Norte, el cual es afectado con el mayor grado de contaminación en los 13.5 kilómetros que recorre en Santiago.

El barrio Nueva York Chiquito, se originó  con el establecimiento de al menos cinco familias que perdieron sus casas, tras estas ser arrastradas por la crecida del Yaque, el 15 de noviembre del año 2003. Estas familias luego se ubicaron  en la parte alta, entre el río y la avenida Circunvalación Sur,  con el tiempo ante la falta de control de las autoridades, decenas de  familias se sumaron.

Para el momento de las notificaciones del censo, del 2007, el gobernador de turno en Santiago, José Augusto Izquierdo Reynoso, dijo que se llevó a cabo un levantamiento para determinar cuántas eran las viviendas ubicadas en el lugar, cuantos negocios operaban y que se haría en términos legales.

Izquierdo también informó que lo que se pretendía era convertir toda la orilla del Yaque del Norte en un mirador donde las familias santiagueras y visitantes puedan ir a disfrutar de un ambiente acogedor, sin la contaminación que en la actualidad tiene el lugar.

Hace 20 años en algunos puntos de la ribera del Yaque, funcionó de manera efímera el denominado “Riocom”, lugar de moda que sucumbió por la falta de una política adecuada de parte de las autoridades.
