SANTO DOMINGO, República Dominicana.- La Junta Central Electoral (JCE) presentó este lunes el Plan de Eliminación de la Legalización de Actas del Estado Civil (Plan ETLA), el cual busca descentralizar los servicios que brinda esta entidad, para que los ciudadanos puedan adquirir cualquier tipo de documento en su demarcación de origen.
El proyecto consiste en la implementación de un conjunto de módulos que integrados al Sistema de Registro Civil, incorporan el proceso de validación, impresión, consulta de actas y estandarización de la solicitud.
En otras palabras, con este proceso la JCE eliminará la legalización de las actas del Estado Civil, ya que las mismas pasarían por ese sistema de control, a diferencia del sistema actual, el cual solo legaliza los documentos que el ciudadano solicita.
En la actualidad el ciudadano busca un acta y luego debe llevarla a legalizarla para poder utilizarla. Con este nuevo modelo, la persona solo tendrá que ir a buscar su acta validada para usar el documento a los fines correspondientes.
“Este riguroso control logrará certificar la información para la toma de decisiones, permitiendo la búsqueda de los eventos, ya sea por datos de asentamientos, número de validación o por número de evento, con el propósito de expedir las actas con el código QR”, explicó Román Jáquez, presidente de la Junta.
En la presentación de la iniciativa se resaltó que este servicio es gratuito para los ciudadanos y ciudadanas y que desde el 2007 las actas del registro civil no tienen fecha de vencimiento.
Este plan se llevará a cabo a nivel nacional en las 165 Oficilías y los 9 centros de servicios. Además, la supervisión de la Unidad de Corrección de Datos por Vía Administrativa.
El próximo lunes 5 de abril la JCE dará inicio al plan piloto en 6 Oficialías y dos centros de servicios. El acto de apertura será en la Oficialía Central.
Esas 6 oficialías son las ubicadas en el Distrito Nacional en la primera, séptima y décima circunscripción; en Santiago en la tercera circunscripción y en San Francisco de Macorís en la primera y en la segunda circunscripción.
Los dos centros de servicios son el del Distrito Nacional (La Feria) y en centro de San Francisco de Macorís.
